Yes — Laghu Rudra is 11 pujaris chanting Rudram simultaneously (an ensemble that multiplies the effect); Rudra Abhishek is a single-pujari version. Laghu Rudra is bigger (see the Laghu Rudra pooja on TripSaffron).
Can I bring my own bilva patra / flowers?
Yes. If you pick the 'pooja only' option, you bring the samagri (list above). The pujari uses your samagri in the abhishek — traditional and often more meaningful for the yatri.

How is this different from a regular temple darshan?
